Complain LTA

To whom it may concern,

I understand that handing owner's NRIC to LTA is a standard procedure for registering the car. But I discover that I need my NRIC for security issues & driving licence is not allow for entry. Please advice whether there's a better solution as what I was told is that without NRIC is an offence. Thanks.
